This kind of plagiarism is reprehensible. I am appalled at the abuse of trust and the willful theft of he author's work. Academics like me unequivocally disapprove such malpractices by publishers of journals. Often they are able to take advantage of publishing the original work in translation.
The publisher should be taken to task.
I wonder whether our legal system is adequate to punish such offenders
